Birrarung Council's Secretariat team is resourced through the Department of Energy, Environment and Climate Action. They work tirelessly to support the goals of the Council.

Kinjia Munkara-Murray is a Tiwi and Rembarrnga woman with experience across Indigenous governance, environmental management, and strategic partnerships within the water sector. Her work has focused on strengthening relationships between Traditional Owners, government, and community to support culturally informed approaches to caring for Country. She joined the Secretariat team in May 2026 and brings a depth of expertise in leadership, caring for Birrarung, and working collaboratively with Traditional Owners.

Kinjia also serves as a Director with Watertrust Australia and the Foundation for National Parks and Wildlife and has contributed to advisory initiatives relating to conservation and First Peoples leadership. Kinjia will be a great asset to the Birrarung Council.

Kayleigh Gallagher is the Project Support Officer with the Birrarung Council since June 2022 and provides administrative support to the Birrarung Council Elders, members and Secretariat team.

Kayleigh completed her business traineeship at the Department of Energy, Environment and Climate Action (formally known as DELWP) in 2018 in the Biodiversity division and won ‘2019 Inspiration Award - Indigenous Student of the Year’ at the Apprentice Training Awards in Parliament House.

In her spare time Kayleigh spends time camping and fishing at favourite spots in Victoria.
